Modular dog runs are available at discount stores for very reasonable prices. Start out small, with enough room to let the dog move around. Each payday, add a section of fencing and the original four pieces of fence will double in size after only four paychecks.
As you buy your nice large pen once piece at a time, it is possible to buy a few smaller sections of dog run on the weeks that your disposable income is at a minimum. These smaller sections are great ways to have your growing dog run go around a tree for shade.
